Promote Parallax CI to Velnor's current published workflow runtime.
45ba3841fe9fbbfa0cbdfcfd81d1667a9ab3e7b2, the release-verified renderer declared by Velnor main.eed474c4and adds later Rust toolchain/cache validation.BRANCHING.md. The shared agent-policy expansion from docs: adopt shared agent policy #120 is intentionally omitted because it exceeds Parallax's configuredAGENTS.mdbyte limit.parallax-sentry-proxyworkspace crate, which had no crate documentation and broke the local policy gate.Verification:
