Pushed the latest Verified track updates to master at 6db58ff.

What landed:

• Redesigned /verified into the production-ready editorial Verified Track page while keeping the preview gate and static/DB-free constraints.
• Updated the homepage first screen to announce the new track, with Learn more linking to /verified.
• Added Verified Track to the shared menu under Preprints.
• Removed the old pinned first-screen scroll behavior so the homepage scrolls directly to the next screen.
