feat(install): preserve shared skill source and release maintenance #3
Description
Problem / outcome
Concurrent installation work moved provider discovery to one shared skill source while the 2.9.0 conflict-resolution release was being delivered. Integrate that reviewed source without losing the released policy or the local maintenance work.
Scope
- Preserve the conflict-resolution protocol and the explicitly selected 2.9.0 version.
- Maintain one canonical skill directory with provider discovery links, guarded updates and retained backups.
- Integrate installer, release validation, documentation and package tests from the accepted maintenance handoff.
Acceptance checks
- Shared installation, update and concurrent-change rejection are covered by focused tests.
- Conflict-resolution references and the reusable prompt remain packaged.
- Release/package checks and installer dry runs pass without changing unrelated installations.
- The merged source can be pinned and installed by the OPS follow-up.
