Summary

Fixes the failing labeler / label (pull_request) Actions job by switching the workflow to pull_request_target so label writes succeed on fork-originated PRs. The change is limited to workflow trigger/context alignment.

Motivation

The labeler job failed with Resource not accessible by integration because actions/labeler attempted to write labels with insufficient token permissions under pull_request for fork PRs.

Implementation notes

  • Workflow event context
    • Switched trigger from pull_request to pull_request_target in .github/workflows/labeler.yml.
  • Job guard alignment
    • Updated the job-level if from pull_request to pull_request_target to keep event gating consistent.
  • Behavioral impact
    • No application/runtime code changes; only CI labeling behavior changes.
on:
  pull_request_target:
    types: [opened, synchronize, reopened]

jobs:
  label:
    if: github.event_name == 'pull_request_target'

Questions for the reviewer

These questions must be answered before your PR will be reviewed.
Replace each … with your actual answer. Unanswered questions block merge.

Q1 — What existing tests cover the code you changed?
A: No repository test suite covers this change directly; it is a GitHub Actions workflow-only fix.

Q2 — What new tests did you add, and what cases do they cover?
A: None (workflow configuration change only).

Q3 — Does this change affect any authenticated or unauthenticated API paths? If yes, how?
A: No API path changes.

Q4 — Did you run golangci-lint run locally and get 0 issues?
A: No (not applicable to this workflow-only change).

Q5 — Is this the only open PR you have against development?
A: Yes.

Checklist

  • go test -race -count=1 -timeout=120s ./... passes locally
  • golangci-lint run --timeout=5m reports 0 issues
  • gofmt -s -l . reports no unformatted files
  • All five questions above are answered (not left as …)
  • No secrets or credentials in code / config
  • New dependencies reviewed and justified
