Bump XDR pin to stellar-xdr#318 (84cd9fa6) and regen for the ML-DSA signature-verification host functions. Adds ContractCostType values 86-94 (MlDsa*DecodeVerifyingKey/DecodeSignature, VerifyMlDsa*Sig), gated to the `next` channel only via CAP_0087_ML_DSA; `curr` is unaffected. Carries the xdrgen#233 (JS generator removed) and dts-xdr/node:alpine-yarn workarounds established by the sibling p30-cap-0088 spike.
