The previous patch wrote the ledger section and THEN bumped the version, so the section named the version being replaced — the lag it existed to close survived its own fix. The umbrella caught it immediately: the pin dry-run still reported this member as lagging.

Order matters: bump, then write the section against what is now declared. The release script carries that rule now, in a comment where the next reader will meet it.

Verification: npm test EXIT=0.
