v0.24.1 wrote the ledger section before bumping, so the section named the version being replaced and the lag survived its own fix. Bump first, then write the section against what is now declared. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>

The previous patch wrote the ledger section and THEN bumped the version, so the section named the version being replaced — the lag it existed to close survived its own fix. The umbrella caught it immediately: the pin dry-run still reported this member as lagging.
Order matters: bump, then write the section against what is now declared. The release script carries that rule now, in a comment where the next reader will meet it.
