A patch release carrying one thing: the evidence ledger gains the section for the version this repo actually ships.

The umbrella ratchets on members whose ledger lags, and it says plainly why it does not simply fail: "each lagging ledger lives in a member repository and only that member's own release can move it, so failing here would put this guard between the family and its next release". This is that member's own release.

Verification: npm test EXIT=0.

version than they ship, and today's release wave put this one on that list: the
member gate does not demand a section, the umbrella does. A member's ledger is
fixed in that member's own release, so this is that release.
