Describe the bug
Collection Object Format is being
A new behavior introduced in 7.11.3, so only somewhat related to #7468.

To Reproduce
Steps to reproduce the behavior:

1. Use a collection object format with just the catalog number, no separators or anything.
2. Create a Query for formatted Collection Objects.
3. See that Collection objects are displayed as '1' instead of '00000001'

Expected behavior
The zeros should only be removed if the "Trim leading zeros" setting is enabled on the formatter.
This should be fixed in a way that doesn't break reports or reintroduce any previous CO formatted fields.

Changing either of these lines to False fixes the issue.

Changing format_expr should completely revert formatting to how it was before 7.11.2, which may or may not re-introduce some issues. Note that having format_expr set to True will make formatting behave like 7.10.2
