Adds Python 3.15.1, 3.14.9 and 3.13.17 (released 2026-10-21). Per the release announcement, they "all upgrade the bundled pip to version 26.2.2, which includes certifi 2026.10.19", which addresses the eMudhra / emSign CA certificate incident for pip installed through ensurepip.
Following the existing pattern in this package, the superseded patch releases (3.15.0, 3.14.8, 3.13.16) move into the "newer bug fix patch releases exist" deprecated block; no versions are removed.
Related: #7201 (v2026.10.1 backports), #7196 (py-certifi), #7195 (py-pip).
