In `gettext` prior to 1.0, the name of the configure option to include `libintl` was confusingly named `--with-included-gettext`. With `gettext` 1.0, the option was renamed `--with-included-libintl`. This PR reflects that change. Signed-off-by: Ryan Krattiger <ryan.krattiger@kitware.com>

Intel-tbb 2023.0.0 added a patch that causes dyninst parseapi to segfault with tbbmalloc_proxy. Now fixed in dyninst master, but :13 fails. See: dyninst/dyninst#2304 Signed-off-by: Mark W. Krentel <krentel@rice.edu>

Add packages needed to build the Spack docs from Spack-installed packages: * py-sphinx-sitemap: new package * py-sphinxcontrib-svg2pdfconverter: new package; its sphinxcontrib.rsvgconverter extension converts SVG->PDF using rsvg-convert (from librsvg) for the PDF build, so no external inkscape is required * py-sphinx-last-updated-by-git: new package Also fix py-furo: the unconditional py-sphinx@6:7 dependency intersected with the @7:10 bound for 2025.12.19, pinning the latest furo to Sphinx 7. Scope the old bound to @:2024.7.18 and tighten the new one to @7:9, matching furo 2025.12.19's requirement of sphinx>=7,<10. A patch to Viskores 1.1 introduced a CMake bug that caused it to prematurely halt before all install targets were built. Viskores/viskores#259 Update the diff to fix this inappropriate return. kokkos_launch_compiler strips the Spack compiler wrapper on TUs tagged -DKOKKOS_DEPENDENCE, dropping SPACK_CXXFLAGS. Route cxxflags via CMAKE_CXX_FLAGS so they ride in the command CMake builds and survive the launcher's forwarding. Signed-off-by: Ryan Krattiger <ryan.krattiger@kitware.com>

The package comment already notes that a recent `as` (from binutils +gas) is only needed to build libxsmm before version 1.17, not afterwards. The dependency was nevertheless unconditional. * Add a dependency on "c" to fix the build of mivisionx.
This fixes the following error when building mivsionx
```py
[spack cc]: Error: SPACK_CC_* variables not set: this usually means a missing
`depends_on("c", type="build")` in package.py
```

Fix the build of non-hip builds by not referencing the dependencies
that are only available when building with +hip.
