Move builtin to Package API v2.6, and replace version(..., deprecated=True) with deprecated() in btop, cmake, gcc, gnupg, libksba, libsodium, minisign and zig. Versions with a known CVE are marked reason="vuln", with the advisory ids as labels; the others are marked reason="retired". Vulnerability ranges follow the upstream fixes, so some versions that were not deprecated before now are: gnupg 2.2.40 and 2.3.8, libsodium 1.0.20, gcc 7.5.0 to 11.5.0, binutils up to 2.45.1 (up to 2.46.1 on ppc64le) and libgcrypt up to 1.12.0. gcc 13 and older are also retired, since those series are closed upstream.
