2. apps/web 게시글 분류 선택 UI 리팩터링

   • constants/community.ts에 COMMUNITY_POST_CATEGORIES 추가 및 COMMUNITY_CATEGORIES 5개 항목으로 확장
   • PostCategorySelector 클라이언트 컴포넌트 신규 추가
   • PostForm과 PostModifyForm에서 isQuestion 토글을 postCategory 상태 기반으로 전환하고 UI를 PostCategorySelector로 교체
