📚 Description

Skills added to an already indexed Repository never enter the registry. The hourly sync reads the whole tree, but it admits a new Skill only from an official, owner-verified, submitted, or review-eligible Repository. It then records that tree, so later syncs skip it as unchanged. skilld index returns the stored rows without queueing work. harlan-zw/brundlefly renamed two Skills and added one: skilld add harlan-zw/brundlefly --all installs 8 of its 11 Skills, and the new Skill pages return 404.

An index request for an indexed Repository now queues a submission in the background when the Repository was last checked at least 15 minutes ago. It still answers at once with the stored Skills. A submission rereads the tree even when the cursor marks it unchanged. The scheduled sync keeps its admission bar, so only an explicit request admits the new Skills.

🤖 AI disclosure: Harlan Agent Kit modified this description. My AI open-source policy.

The scheduled sync declines to admit new Skills in a submitted
Repository, then records the tree it saw. Later syncs and index requests
skip that tree as unchanged, so renamed or added Skills never enter.
An index request for a stale indexed Repository now queues a
submission, and a submission rereads an unchanged tree.
