📚 Description
Renamed Repositories could remain missing or blocked when GitHub stopped resolving their old names.
Known Repositories now recover by stored numeric ID after a missing name or an identity mismatch.
The recovered name must resolve to the same public Repository before sync, asset refresh, or purpose classification continues.
Normal reads keep their existing request count. Temporary failures remain retryable.
