fix(admin): link Skills at their /gh address - #461

The integrity issues and the regeneration list built legacy /skills/owner/repo/name links, which reach a Skill only through a 301. They now use repoSkillPath, as every other Skill link does.

The admin page built legacy
/skills/owner/repo/namelinks for integrity issues and recent regenerations. They reached a Skill only through a 301 to its/ghaddress. Both lists now userepoSkillPath, as every other Skill link does. An issue that carries only a slug links to/gh/<slug>, the same place the redirect sent it.
