fix(registry): land behavior line links on the line - #434

GitHub renders Markdown, so a #L anchor on SKILL.md opened the preview at the top. Markdown links now use the source view. The detail cache key moves to v4, so pages cached before deploy never claim that no rule matched. A Skill whose upstream file is gone gets no links, and the panel renders whenever the rail links to it.

#425 merged before this commit reached it. Its Skill behaviors panel links each SKILL.md match to
blob/…/SKILL.md#L<n>, but GitHub renders Markdown, so the link opens the preview at the top of the file. Markdown links now use the source view,?plain=1#L<n>, which scrolls to the line.The same commit fixes three smaller gaps from the review of #425:
v3tov4, so pages cached before deploy never show "No rule matched." for Skills that match.
