feat(trending): give Skills a lasting trending award - #432

A Skill that trends has no record of it once it leaves the board. Record the best rank each evidenced row reaches per week and month, show it beside the Skill heading, and let the README badge carry it.

DESIGN.md now marks trending with the braille spark, so the chip and the README badge use it instead of a lucide icon. The badge matches owner and repo case-insensitively, which the binary primary key cannot serve, so the migration adds a NOCASE index.

record-trending-awardstask reads theweekandmonthboards throughloadTrendingBoard, the loader the trending page uses. It keeps the best rank each evidenced row reaches per ISO week or calendar month inskill_trending_awards. Star filler and theallrange earn nothing.#2 trending · Sep 2026. The chip links to the board that awarded it.?trending=1. A repository badge shows the best award of its Skills. The badge editor offers the option only when the Skill holds an award.VISION lists badges among the things a growth-hacking Skill author wants.
