PyGPSClient Pull Request Template

Description

FIXES:

1. Various minor bug fixes.
   • garbled configuration loaded message on startup.
   • thread error when database logging started.

CHANGES:

1. SPARTN Configuration Panel removed. Recommend resaving any existing PyGPSClient json configuration files as several configuration settings referencing this panel will now be redundant.
