Widen the scout-apm dependency constraint from ^3.1.0 to >=3.1.0,<5.0.0. scout-apm 4.0.0 does not change the TrackedRequest or scout_config APIs used by this package; the major bump reflects dropping Python 3.8/3.9, which this package already requires >=3.10.
