…andling Retire Python 3.9 and Intel macOS, follow maintained runner and wheel-image defaults, and reduce version pins. Include bundled compression headers and license in source archives. Advance HepMC3 to its focused ASCII-reader fixes and cover truncated inputs with and without a final newline. Bound tests and expose native deadlock diagnostics. Assisted-by: Codex:GPT-6

CI source builds omitted HepMC3 compression headers, and malformed ASCII input could stall Windows debug tests. This PR repairs those failures and refreshes the supported platform matrix.

mainand contains one modernization commit.Graphviz setup on macOS uses the runner's Homebrew snapshot, skipping explicit/automatic updates and install cleanup. The old macOS 14 job compiled dependencies from source (CMake alone took ten minutes); the current runner uses prebuilt bottles. Avoiding the redundant update also avoids unrelated toolchain migrations.
Validation: the previous head b00ba46 passed all hosted tests, docs, coverage, hooks, source-package and platform wheel builds. The only tracked change since that green tree is six lines configuring macOS Graphviz setup. Local hooks pass; hosted validation of the new head is running.
Windows investigation was limited to two existing-run analyses. Native compilation took about 101–104 seconds; the first PNG-rendering test took 4.0–4.9 seconds versus about 0.24 seconds for the next equivalent test. This suggests a cold-start effect but does not establish filesystem caching as the cause. Windows behavior is unchanged; deeper profiling is deferred to local Windows investigation.
