- Revised RELEASING.md to reflect the new three-step release process: Prepare, Finalize, and Publish.
- Updated workflow descriptions to clarify the roles of repo admins and the steps involved in each release phase.
- Added a new Finalize Release workflow to validate versions and create draft GitHub Releases.
- Improved instructions for merging release PRs and handling version validation.
