Remove pt_BR and list announcements as Vue + React

Summary

• English only for now. Removes the app's pt_BR translations, the Português locale entry, the Brazil flag in both language selectors, and the translation:export task. Adding a language will become a documented command (sc-715).
• Announcements supports React. The module cards in both stacks now list vue and react; the React card also matches Vue (colour, no "Soon" badge, docs link).
• Drops the abandoned demo module from Taskfile.yml.

Test plan

• PHPUnit (196 tests with auth and announcements installed)
• Playwright @announcements on Vue and React
• Auth e2e not re-run after removing the language selector tests
