Summary

  • stage the Owl v2 primitive environment store integration as the bottom layer of the Owl v2 stack
  • keep the existing Runme monitor API/protobuf shape unchanged in this layer
  • route unresolved legacy monitor rows to [unset] / unresolved
  • bump Owl to the merged safe snapshot STATUS header behavior used by this slice

Stack

Verification

  • Previously verified on the original owlv2 integration branch with go test ./cmd ./runner and runme run test.
  • GitHub CI is running for this stacked PR.

feat: integrate Owl v2 primitive env store (#1257)

- Integrate Owl v2 primitive env store parity work into the long-running
`owlv2` branch
- Keep the existing Runme monitor API/protobuf unchanged
- Route unresolved legacy monitor rows to `[unset]` / `unresolved`
- Bump Owl to the merged snapshot `STATUS` header change

This PR targets `owlv2`, not `main`. Future Owl v2 work should continue
against
`owlv2` in smaller PR increments.

Previously run on this branch after the latest Owl bump:

```bash
go test ./cmd ./runner
runme run test
```
