Adds rails_preflight to Rails Version Management, after the existing entry. It is an MIT-licensed CLI that scans a Rails app statically and reports what stands between it and a target Rails version: the gems that block each step, removed and deprecated framework APIs in use, and Ruby and runtime mismatches, with the route through each intermediate version.
