Aligns the tracked 0.1.0-preview.1 evidence with the exact final validation before tagging.

• records 671 strict tests instead of the pre-identity-pass count of 669
• records the constrained-runner process I/O fix in the changelog
• leaves the exact publication commit unset in tracked files to avoid a self-referential commit; the tag and GitHub release will record it
