終了時刻未定の緊急番組が別の event_id に切り替わったあとも残り、schedule が p/f の未定時刻を古い予定時刻で上書きできる問題を修正します。
ARIB TR-B14 19.1–19.3 / C.5.7–C.5.8 と TR-B39 20.1–20.3 に沿って、同一版の present/following を揃えて原子的に反映します。中断して following に移った番組を保護し、両方から消えて終了が確認できた終了未定番組は時刻を推定せず削除・remove 通知します。時刻既知の履歴は保持し、未放送の following の消失だけで終了と判定しません。
TS actual p/f と MH-EIT に対応し、空セクション、時刻確定、割り込み・再開、版の切替、書き込み失敗の再試行・ロールバックを回帰テストしました。仕様の参照箇所と保存方針は internal/program/EIT.md に記載しています。
検証: go build ./...、make verify、go test -race ./internal/program ./internal/stream/tlv、golangci-lint（0 issues）。最新 main への rebase 後は本 PR の CI で再検証します。
本番での終了未定 p/f の再発による動作確認は未実施です。
