I noticed in the code that
startup_cmdsandenvdo exist already in the code, but you currently can't declare these through canoe.toml. This pull request fixes that. I also updated the README to point out how these declarations work. Having a startup routine be possible through configuration is a MAJOR quality of life improvement.
