I'm seeing a segfault on the kube-proxy image on some machines provided by openkylin, so I want to make sure we control the build of these images so that we can more easily debug. |

Build kube-proxy and pause images for amd64, arm64, and riscv64, and publish them to GHCR. Use these images when provisioning clusters and configuring containerd.
