sentry-cli: Add version 3.7.0

Compiles the sentry-cli Rust executable via setuptools-rust (RustBin) into a py3-none wheel. Upstream publishes no riscv64 wheel and builds no riscv64 binary.

Mirrors upstream's build.yml (linux and python-base jobs).

Differs from upstream

• Binary built natively by RustBin - upstream repacks prebuilt musl binaries, which have no riscv64 target.
• manylinux_2_39 only, no combined musllinux tag - no riscv64 musl Rust toolchain on rustup.
• Adds perl-core - vendored OpenSSL build needs perl modules missing from the image.
• One build, tested on every interpreter - the wheel has no ABI tag.

Testing

• Upstream's tests are Rust trycmd cases; the offline debug-files check and sourcemaps inject cases are replayed against the installed binary with upstream's fixtures and expected outputs.

Built once on cp312; 3 of 3 checks passed on each of cp312, cp313, cp314, cp314t.
