libsql0.1.11Compiles the PyO3/maturin extension over the libsql Rust crate, which statically links libSQL with SQLite3MultipleCiphers. Upstream publishes no riscv64 wheel.

Built on cp312/cp313/cp314; 58 passed, 1 deselected on each, encryption round-trip passed.
