bittensor-wallet: Add version 4.1.1

Compiles the PyO3 extension bittensor_wallet.bittensor_wallet (sr25519/ed25519 key handling via sp-core/schnorrkel, plus libsodium, libsecp256k1 and OpenSSL). Upstream publishes no riscv64 wheel.

Mirrors upstream's release.yml linux job and the pytest job of check-python.yml.

Differs from upstream

• Pinned to release commit 5d63be5 - upstream pushes no tags; its tree matches the 4.1.1 sdist.
• Bundled libsodium built in the before-script - libsodium-sys rejects the riscv64gc triple as a configure --host.
• One --interpreter per matrix leg; yum update -y dropped.

Matrix: cp312/cp313/cp314 - upstream ships no free-threaded wheel.

Testing

• test_common_calls.py::test_config_parsing deselected (and its bittensor import dropped) - bittensor has no riscv64 wheel.

License: Wheel bundles OpenSSL (Apache-2.0), libsodium (ISC) and libsecp256k1 (MIT); upstream ships no licence text for them, so the build adds it.
