bleak-esphome: Add version 4.1.0

Cython-compiles bleak_esphome.backend.scanner into a C extension. Upstream publishes no riscv64 wheel.

Mirrors the test and build_wheels jobs of upstream's ci.yml.

Differs from upstream

• REQUIRE_CYTHON passed into the build container - upstream's step env never reaches it.
• No musllinux - cryptography, a runtime dependency, has no musllinux riscv64 wheel.

Testing

• Asserts the installed scanner module is the compiled .so.
• Upstream's pytest config not staged - coverage-only addopts, and its pythonpath would shadow the wheel.
• Dev group's zeroconf<0.151.0 pin dropped - no riscv64 wheel; aioesphomeapi pulls in 0.151.x.
