Compiles the _habachen C extension (portable C, no SIMD intrinsics). Upstream publishes no riscv64 wheel.

Mirrors upstream's upload.yml and doctest.yml.

Differs from upstream

• musllinux not built - manylinux only, like the rest of the registry.
• Version stamped onto the v0.6.0 checkout - same result as upstream's release commit 339e197.

Testing

• Upstream's doctest suite runs against each built wheel, staged out of the checkout so the source tree does not shadow it.
