pyreqwest: Add version 0.12.4

Compiles the PyO3 extension wrapping the Rust reqwest HTTP client (rustls via aws-lc-rs, mimalloc). Upstream publishes no riscv64 wheel.

Mirrors the build and test-builds-arch jobs of upstream's ci.yml.

Differs from upstream

• Builds in the manylinux_2_39 riscv64 image via maturin-action - no riscv64 cross image.
• No musllinux - rustup ships no riscv64 musl toolchain.
• Interpreters cp312-cp314t instead of cp311-cp314 - repo default; the module declares gil_used = false.

Testing

• Test deps installed at upstream's uv.lock pins instead of uv sync, without lint/docs tooling.
• granian unpinned - locked 2.7.9 has no riscv64 wheel.
• tests/test_examples.py skipped, as upstream's arch job does - needs a Docker httpbin.
