uv has no environment variable for --only-binary, so UV_ONLY_BINARY was ignored. pypi.riseproject.dev has no cp311 riscv64 wheel for Pillow 12.3.0, so the Python 3.11 test leg built it from source and failed on missing libjpeg headers. With the flag, uv uses Pillow 12.2.0, which has a cp311 riscv64 wheel.
