scikit-survival: Add version 0.28.0

Compiles seven Cython/C++ extensions, including the Eigen-based coxnet solver. Upstream publishes no riscv64 wheel.

Mirrors upstream's wheels-workflow.yaml.

Differs from upstream

• build frontend instead of build[uv] - the uv frontend crashes the audit step on the riscv runner.
• Version pinned from the tag - the patched tree would otherwise get a dirty setuptools_scm version.

Matrix: cp312/cp313/cp314; no cp314t - upstream ships none and pandas, a hard dependency, has no free-threaded wheel.

Testing

• polars<1.43 - 1.43 (released after 0.28.0) deprecates cat.get_categories(), which the suite's warnings-as-errors turns into two failures on any arch.
• Deselected test_coxnet.py::TestCoxnetBaselineModel::test_baseline_predict[predict_cumulative_hazard_function-False] - a ~2.7e7 value differs by 6e-13 relative, failing a 5-decimal absolute check.

License: GPL-3.0-or-later; the wheel compiles in Eigen headers (MPL-2.0, one Apache-2.0 file) whose licences upstream does not ship, so the build adds them.

Patches

• 0001-ship-the-vendored-Eigen-licences-in-the-wheel.patch - To upstream [same gap in every PyPI wheel; needs a maintainer discussion]. Without it the wheel ships no Eigen licence. Reproduces on any arch.

Built on cp312; 1120 passed, 50 skipped, 48 deselected.
