Compiles the strict-kwargs Rust CLI into a py3-none maturin bin wheel. Upstream publishes no riscv64 wheel.

Mirrors the build-wheels job of upstream's release.yml.

Differs from upstream

• Builds in the manylinux_2_39 riscv64 image via maturin-action - same 2_39 tag upstream's Ubuntu 24.04 builds carry.
• Git tag derived from the version (2026.8.28.post2 -> 2026.8.28-post.2) - upstream's calver re-release tag format.

Testing

• Upstream's cargo test suite is not packaged; the test job drives the installed binary (with its ty dependency) through check, JSON output and --fix on every interpreter.

License: OK

Built once; tested on cp312, cp313, cp314, cp314t.
