pemja: Add version 0.6.2

Compiles pemja's two C JNI extension modules (pemja_core, pemja_utils) against the JDK headers. Upstream publishes no riscv64 wheel.

Mirrors upstream's build_wheels.yml Linux-aarch64 job and java_tests.yml.

Differs from upstream

• java-21-openjdk-devel instead of JDK 8 - Rocky 10 packages only JDK 21.
• Temurin 21 for the tests instead of JDK 11 - no riscv64 Temurin 11 exists.
• Tests run on the host with uv-managed Python - the JVM loads the shared libpython that manylinux lacks.

Testing

• Upstream's mvn test, run against the wheel's extension modules instead of an in-place build.
• Spotless skipped - google-java-format 1.7 does not run on JDK 21.

• 0001-Drop-cpython-freethreading-from-the-cibuildwheel-ena.patch - Inappropriate (upstream pins cibuildwheel v2.23.3). cibuildwheel 3.0+ rejects the enable group before building. Reproduces on x86.

Built on cp312, cp313, cp314, cp314t; 14 passed, 0 skipped (x86_64 rehearsal).
