Add riscv64 wheel build for pyjoulescope-driver - #2552

Build pyjoulescope-driver 2.4.1 for manylinux_riscv64 (cp312, cp313, cp314), mirroring upstream's packaging.yml: embed the JS320 firmware, build the sdist, then build and test the wheels from it with cibuildwheel. On Rocky 10 libudev comes from systemd-devel rather than libudev-devel. A patch widens setup.cfg's license_files so the wheel carries the licences of the bundled libusb, miniz and tinyprintf and of the libudev closure auditwheel vendors; a gpl_sources job publishes the matching source RPMs.

Testing
