Compiles the MeshFix C++ mesh-repair library into a nanobind cp312-abi3 extension. Upstream publishes no riscv64 wheel.

Mirrors upstream's build-and-deploy.yml.

Differs from upstream

• Builds only the cp312-abi3 wheel, no cp310/cp311 - registry floor is cp312.
• Retests the abi3 wheel on cp313 and cp314 - covers upstream's separate test_abi3 job.

Testing

• same as upstream (pytest tests with pyvista, backed by the registry's vtk 9.7.0)
• registry-hosted test dependencies are installed binary-only, so a newer PyPI sdist never wins

License: OK

Built on cp312; tested on cp312, cp313 and cp314.
