ethos-u-vela: Add version 5.2.0 - #2543

Build ethos-u-vela 5.2.0 (the Arm Ethos-U NPU compiler) for cp312, cp313 and cp314 on manylinux_riscv64 from the upstream GitLab tag, using upstream's own [tool.cibuildwheel] test command, which runs the vela CLI end to end through both the legacy and the regor compiler cores. Carry a patch listing the licence files of the vendored FlatBuffers, fmt, gemmlowp and pybind11 sources compiled into the regor extension, which upstream's wheels do not ship.

Testing
License: Wheel compiles in vendored FlatBuffers (Apache-2.0), fmt (MIT), gemmlowp (Apache-2.0) and pybind11 (BSD-3-Clause); upstream ships no licence text for them, so the build adds it.
Patches
0001-pyproject-ship-licence-files-of-vendored-C-libraries.patch- To upstream [needs an Arm GitLab account]. Without it the wheel omits the vendored licences. Not riscv64-specific.Built on cp312, cp313 and cp314; 5 passed, 0 skipped on each.
