pyoxigraph: Add version 0.5.11

Compiles the Oxigraph SPARQL database (Rust, pyo3) with its bundled RocksDB and lz4 C/C++ sources. Upstream publishes no riscv64 wheel.

Mirrors upstream's artifacts.yml (python_sdist stub generation, wheel_linux per-interpreter release build).

Differs from upstream

• Type stubs generated on an x86_64 job, as upstream's sdist job does, then shipped in every wheel
• Licence files copied next to python/pyproject.toml; upstream wheels ship none
• manylinux_2_39 instead of manylinux_2_28; no cp38-abi3 wheel, per-interpreter wheels only
• musllinux dropped - no riscv64 musl Rust toolchain

Testing

• same as upstream (python -m unittest over python/tests)

License: Wheel bundles RocksDB (Apache-2.0 option of its dual licence, plus the LevelDB BSD notice) and lz4 (BSD-2-Clause); upstream ships no licence text for them, so the build adds it.
