Compiles seven small C libraries (libmseed, evalresp, GSE2, GCF, SEG-Y, signal, TauP) loaded through ctypes. Upstream publishes no riscv64 wheel.

Differs from upstream

• obspy-runtests --no-report instead of --report - do not post results to tests.obspy.org
• PIP_ONLY_BINARY for the numpy/scipy/matplotlib/cartopy stack - riscv64 wheels come from our registry
• also installs cartopy, geographiclib, pyshp, jsonschema for testing - otherwise 25 tests skip

Matrix: cp312, cp313, cp314 - upstream ships no free-threaded wheel.

Testing

• full obspy-runtests suite; network tests deselected (runner default)
• cp312 / cp313 / cp314: 2327 passed, 20 skipped, 112 deselected (network)
• remaining skips are upstream's own: 17 +SKIP doctests, 1 upstream-disabled, 1 root-permission test, 1 superseded by geographiclib

License: OK - LGPL-3.0; the wheel ships obspy's and vendored libmseed's LICENSE.txt, and CI asserts nothing is grafted by auditwheel (no GCC runtime, so no GPL sources job).
