polars-runtime-compat: Add version 1.44.1 - #2534

Build polars-runtime-compat alongside polars-runtime-32/-64 in build-polars-runtime.yml, the way upstream's release-python.yml builds all three runtimes from one matrix. Upstream only sets compat-specific flags for x86-64, so on riscv64 the build differs from the other runtimes only by its manifest path.
