qiskit: Add version 2.5.2

Compiles Qiskit's Rust core — the crates/ workspace behind qiskit._accelerate (circuit, transpiler, quantum-info, synthesis, QASM 2/3, QPY) — through setuptools-rust and PyO3. Upstream publishes no riscv64 wheel.

Mirrors the wheels-linux-s390x job of upstream's wheels-build.yml.

Differs from upstream

• musllinux dropped — rustup.rs ships no riscv64 musl toolchain.
• repair-wheel-command drops upstream's pipx run abi3audit — no pipx in the image, and cibuildwheel audits abi3 wheels itself.
• Tests once on cp310 instead of also re-testing on cp311–cp315 — each re-test reruns the whole stestr suite, which riscv64 pays for in hours.

Matrix: one cp310-abi3 wheel. setup.py sets py_limited_api="cp310", and upstream's build = ["cp3??-*"] selects no free-threaded interpreter.
