Sync skills from skills-v1.0.0 and bump to 0.2.0

Syncs all 21 bundled skills from render-oss/skills release skills-v1.0.0 (3a3a422, mirrored from renderinc/skills af871b3) and bumps the plugin version to 0.2.0.

• Ran scripts/sync-skills.sh. The synced skills directory is byte-identical to the tag's skills/ tree. No skills were added or removed.
• Five reference files are removed because release 1 replaced them with shared references: render-deploy/references/blueprint-spec.md, render-disks/references/sizing-and-snapshots.md, render-networking/references/troubleshooting.md, render-scaling/references/instance-types.md, render-web-services/references/deploy-lifecycle.md. Nothing in the synced skills links to them.
• Synced with --ref skills-v1.0.0, so .sync-source records the tag instead of main. Updated the provenance test to accept a skills-v* tag, and the manifest test for 0.2.0. npm run verify passes (63/63).
• Version bumped in package.json and package-lock.json, with a CHANGELOG entry. The README install command is pinned to @v0.2.0, so tag v0.2.0 right after merging.
• The README's compatibility line ("v0.1.0 is verified against Pi 0.83.0 ...") is unchanged and has not been re-verified for 0.2.0.
  After merge, this version gets submitted to the partner marketplace.
