Change xml.validation.* settings scope from window to resource - #1188
Enable per-folder override of validation settings in multi-root workspaces by changing the scope of all xml.validation.* settings from "window" to "resource".
XML validation settings can now be configured separately by workspace folder and language. This applies to validation, namespace and schema checks, document type declaration handling, external entity resolution, XInclude processing, and grammar handling.
Default values and other configuration options remain unchanged.
Documentation
Added guidance and examples for configuring XML validation settings by folder and language.
Seven XML validation settings change from window scope to language-overridable scope. The validation documentation describes workspace-folder settings and a language-specific override.

Seven XML validation settings change from window scope to language-overridable scope. The documentation describes differing settings by workspace folder and a language-specific xml.validation.noGrammar override.
Folder-specific validation settings may be ignored by the shipped server. Ship scoped-validation support before merging.

Explanation
[#1156] The seven validation scope changes and their documentation address validation settings. They do not change the resolution of xml.fileAssociations or xml.catalogs, and the evidence does not show a supporting connection to that resolution.
Resolution
Remove the unrelated validation changes and documentation, or link an active issue that requires them.
Full details: Linked Issues check
Explanation
[#1156] The PR summary describes changes to validation settings and documentation, not to xml.fileAssociations or xml.catalogs. The issue requires folder-specific lookup and workspace or user fallback for both settings. The available evidence does not establish whether the implementation already at the reviewed head meets these requirements or has automated tests.
Resolution
Provide the reviewed-head settings implementation and automated tests for folder overrides and workspace and user fallbacks.

Add a multi-root validation test.
Open invalid XML documents in two workspace folders with opposing xml.validation.enabled values. Assert that only the enabled folder receives diagnostics. The current tests do not exercise folder overrides, so CI can pass if the server ignores them.

Enforce workspace trust on scoped entity settings.
When using the LemMinX implementation from the linked PR, a user-level true value can reach scoped validation in an untrusted workspace. This can enable external entity resolution despite the documented restriction. Return false for scoped requests when the workspace is untrusted.

language-overridable
Enable per-folder override of validation settings in multi-root
workspaces by changing the scope of all xml.validation.* settings
from "window" to "language-overridable" (same scope as format settings).
Settings changed:
- xml.validation.enabled
- xml.validation.namespaces.enabled
- xml.validation.schema.enabled
- xml.validation.disallowDocTypeDecl
- xml.validation.resolveExternalEntities
- xml.validation.xInclude.enabled
- xml.validation.noGrammar
Add documentation for per-folder and per-language validation overrides
in docs/Validation.md.
