Bind schema / grammar should provide the capability to associate the XML with an entry of XML catalog #838

When this XML catalog is registered:

<catalog xmlns="urn:oasis:names:tc:entity:xmlns:xml:catalog">

   <public publicId="-//OASIS//DTD DITA 2.0 Base Map//EN" uri="basemap.dtd"/>
   <public publicId="-//OASIS//DTD DITA 2.x Base Map//EN" uri="basemap.dtd"/>
   <public publicId="-//OASIS//DTD DITA 2.0 Base Topic//EN"
           uri="basetopic.dtd"/>

and we create an empty file, the Bind schema / grammarcodelens should appear (it should be fixed with #819)

Click on this codelens should display an new entry catalog:

If user click on catalog, it should open a list with all catalog entries of registered catalog like -//OASIS//DTD DITA 2.0 Base Map//EN, when it select it, the XML should be generated with the proper namespace.
