Allow configuring CAPIProvider.spec.deployment.replicas (and optional scheduling fields) for the core cluster-api provider so capi-controller-manager can run with multiple replicas for HA. Fixes rancher#2812 Signed-off-by: Ala Eddin Eltai <ala.eltai@suse.com>
