User application template

1. Create a new CCS project
2. Add a boot.asm UserAppBoot.asm
3. Add the app.cmd UserAppCMD
4. Add symbolic link:
   4a. Link const.h, types.h, system.h, syscalls.h and system.c from the ottos project (ln -s)
   4b. Windows in folder lib in the application project: mklink api.lib ......\api\Debug\ottos_api.lib
5. Compile
6. Convert the .out file into 4 hex files: "CCSv5/ccsv5/tools/compiler/tms470/bin/hex470 -i yourapp.out"
7. Copy the content of the 4 files into defines in ottos.c HexExample
8. Create a process with the code CreateProcessWithHex
